New rules that require registered professionals to submit regulated designs for apartment building works are improving the quality of new builds but their application to repairs and maintenance of existing apartments is creating unnecessary complexities and costs. I have heard from apartment owners forced to engage professionals to contract out simple jobs like retiling a foyer or getting a shop fit out, or who can no longer get low-cost remedial works done like patching leaks and replacing balcony doors because a regulated design requires a comprehensive job like replacing an entire roof or balcony.
