KEYNOTE SPEECH

Minister for Innovation and Better Regulation, The Hon Kevin Anderson

The Hon Kevin Anderson MP is the Minister for Better Regulation and Innovation in the NSW Government. He has served in the NSW Parliament as the Member for Tamworth since 2010.

Prior to entering Parliament, Kevin served in the Royal Australian Air Force before moving to Tamworth to embark on a two-decade career as a journalist, news anchor and communications professional.

Since being named the Minister for Better Regulation and Innovation in 2019, Kevin has overseen a range of significant reforms to the state’s building and construction sector including the appointment of the inaugural NSW Building Commissioner and the passage of the Design and Building Practitioners Bill 2019 and the Residential Apartment Buildings Bill 2020.

David Chandler OAM, NSW Building Commissioner

David Chandler OAM was appointed NSW Building Commissioner in 2019 after an impressive forty-year career in the Australian construction industry. David is improving the quality of construction and restoring trust in the industry through leading the delivery of Construct NSW in collaboration with the sector.

David delivered major infrastructure and urban renewal projects including the new Parliament House in Canberra and Sydney’s Quay Apartments. As Adjunct Professor in the School of Computing, Engineering and Mathematics at Western Sydney University, David helped shape the next generation of construction professionals and founded the Centre for Smart Modern Construction, which invests in new academic and research capabilities for the construction sector. David was awarded an Order of Australia Medal in 1989 for his services to the construction industry.

Strata Buildings - the new regulatory landscape

Speakers:
Matt Whitton, NSW Fair Trading Director Consumer, Building & Property

Matt Whitton is the Director, Consumer Building & Property within the Better Regulation Division and is responsible for coordinating NSW Fair Trading’s response to compliance issues within the building, real estate and broader property sector. Matt’s expertise is broad encompassing both customer service and investigation functions throughout his career in both the private and public sector. Matt’s main focus has been collaborating with the property sector since 2012 and in 2018 also took carriage of the building sector to bring about awareness and increase compliance in both industries.

Amy Randazzo, NSW Fair Trading Senior Co-Ordinator, Home Building within Issues, Resolutions and Advisory Services

Amy Randazzo is responsible for leading and implementing new effective processes to improve service delivery and the customer experience. Amy's NSW Fair Trading journey has seen her in complaints, the property stream for 5 years before recently making her move to the home building stream. Amy’s focus and passion has guided her team through various compelling changes where she has driven a culture of continuous improvement and risk mitigation.

Sue is a journalist, property writer, has written 25 books, is an award-winning travel writer and is co-host of the weekly Flat Chat Wrap podcast. She was also co-author of Apartment Living, the seminal book on Australian strata life, and co-founded the Owners Corporation Network.

The Owner Perspective

Speaker:
Martin Davies

Martin purchased an apartment off-the-plan in 2015, and the building was completed in 2017. Since then, he has led the efforts of the Owners Corporation to have a large number of significant defects rectified by the Developer and Builder. Martin is a career professional in the construction industry , and has worked throughout Australian and (for 16 years) in Asia on a wide range of major projects including residential and hotels. In that time he has worked in senior roles for Contractors, Project Managers and Developers. This diverse experience provides Martin with a unique perspective on the issues, causes and potential solutions to the many challenges facing Owners and Owners Corporations.
