(1) Does the Government support minimum 7-Star energy efficiency standards for new homes in the Building Ministers’ Forum?

(2) What advocacy has the Government carried out in this forum to support higher standards in the National Construction Code?

(3) What action will the Government take through the Building Ministers’ Forum to ensure early adoption of 7-Star energy efficiency standards?

Answer -

Through its participation in the Building Ministers Meeting and its role on the Australian Building Codes Board and the Board’s technical committees, the NSW Government has supported and contributed to the development of (and consultation on) the proposed changes to the residential energy efficiency provisions in the National Construction Code (NCC). This includes the proposal to increase the minimum thermal performance of new homes.

In NSW, the Building Sustainability Index (BASIX) primarily regulates the minimum energy efficiency standards (including thermal performance) of new housing. BASIX is also supported and complemented by certain energy efficiency provisions of the NCC.

Questions relating to BASIX are a matter for the Minister for Planning and Minister for Homes.
