The Independent Local Government Review Panel, set up to identify options for council governance, structures and boundaries, predictably recommended council amalgamations.

Its proposal would merge some 40 metropolitan Sydney councils into 15 large councils, including a mega ‘City of Sydney’ representing almost 800,000 people by 2036, amalgamating seven current local government areas.
