Suspension of standing and sessional orders: Production of documents

That standing and sessional orders be suspended to:

(1)Permit the moving forthwith of a motion, of which notice has not been given, relating to the making of an order for papers under Standing Order 269 relating to investigations into money laundering in clubs and pubs.

(2)Provide for the following speaking time limits:

(a)Mover—seven minutes;

(b)Leader of the House or one member deputed—seven minutes;

(c)Manager of Opposition Business or one member deputed—four minutes;

(d)One crossbench member—four minutes; and

(e)Mover in reply—four minutes.

I seek to bring an urgent matter before the House in this call for papers because the Government is about to commence a trial into new technology to inform a framework and laws to better govern the operations of gaming machines to stop money laundering in pubs and clubs, and it is currently dealing with legislation to ban some donations from clubs with gaming machines.

Members need to understand the full extent of the problem to best assess proposed solutions. I have been informed that the New South Wales Crime Commission investigation into money laundering via electronic gaming machines may not detail the full extent of money laundering in clubs and that Liquor and Gaming NSW holds significant information and data based on analysis of centralised monitoring system—or CMS—data and associated investigations. It is not clear to what extent that data was incorporated in the Crime Commission report, and the House needs to know whether the Independent Liquor and Gaming Authority has other information, details, analysis and advice. The House needs to understand what information there is and why it may not have been used by the Crime Commission.

From a report in The Daily Telegraph on 28 May 2022, we know that in November 2021 the Chairperson of the Independent Liquor and Gaming Authority wrote to the previous Government about a report on the extent of money laundering in clubs and pubs and requested a special commission of inquiry into money laundering in clubs and pubs. That report should be accessible to all members of this House as we work through the reform. As the Government and the House carries out such work in addressing money laundering through electronic gaming machines, members need to see the full picture of money laundering to move forward with appropriate reforms. This matter is urgent and should be dealt with swiftly.
